Gauteng in Action

25 September 2024

From the Desk of

The Provincial Chairperson

Dear Actioneers,

We were encouraged by the number of activists from across Gauteng who turned up in support of Reclaim South Africa March, organised by Progressive Forces of South Africa, in City of Tshwane on Monday, 23 September 2024.

ActionSA Parliamentary Caucus Whip Lerato Ngobeni handed over a joint memorandum on behalf of ActionSA, requesting President Cyril Ramaphosa to urgently sign and implement the Immigration White Paper, separate treatment of economic migrants and asylum seekers, strengthen law enforcement mechanisms to deal with illegal immigration, and conduct a National Audit of the 2022 Census.

ActionSA is committed to building strong relationships with like-minded organisations to raise awareness and demand action on the issue of illegal immigration, and we look forward to further collaboration with patriotic organisations that prioritise the needs of South Africans first. #OurHeritageOurSoul

Kind regards,

Funzi Ngobeni MPL

Gauteng Provincial Chairperson

Update from the Regions

RAND WEST

ActionSA Rand West and ActionSA MPL Emma More had a productive meeting with Mayor of Rand West last Monday, discussing pressing community concerns.

The Mayor demonstrated a deep understanding of local issues, and we covered key topics such as addressing illegal activities, promoting local ownership, and enhancing community development initiatives.

The Mayor committed to strengthening law enforcement presence, implementing bylaw amendments, supporting local entrepreneurship programs, and collaborating with community leaders for sustainable solutions. The meeting concluded with a shared commitment to driving positive change and fostering a safer, more vibrant community.

National Council Of Provinces (NCOP) oversight highlighted key findings, including assessments of major projects, notable progress, and concerns around specific issues.

Recommendations were made for improvement, with emphasis on strengthening service delivery and cooperative governance. A comprehensive report was issued outlining findings and commitments.

MOGALE CITY

The on-going burning of refuse waste at the Luipaardsvlei Landfill Site in Krugersdorp is of serious concern, as it releases toxic pollutants into the air, threatening the health and well-being of the local community.

Despite a public notice being issued by Mogale City Municipality on 29 August 2024, stating that refuse collection services had been suspended until further notice, the burning continues.

Insufficient landfill sites in Mogale City are also leading to increased incidences of illegal dumping across the Municipality, threatening the health and well-being of the local community.

The illegal dumpsite in Munsieville, Ward 25, for example, is a hazard for the health of residents, especially children. Once a netball field for children, the land next to the illegal dumpsite has since become an informal squatter for undocumented foreigners, who sell building material on-site.

We urge the Mogale City Local Municipality to take immediate action in ensuring sufficient landfill sites are made available within the Municipality, and that they are professionally maintained.

ActionSA also calls for the prioritisation of restoration work at Luipaardsvlei Landfill Site, as promised by the Municipality. Residents of Wentworth Park and Munsieville deserve clean air and a safe environment.

LESEDI

Action SA welcomed the announcement of private investment in infrastructure development at the public participation meeting for Vopak, organised by the Office of the Speaker of Lesedi Municipality at Ratanda Multipurpose on Wednesday, 18 September 2024.

ActionSA is pleased to note that this infrastructure project will result in much-needed employment opportunities and boost the local economy. We urge Vopak to adhere to fair employment processes, without any political influence and nepotism.

The high turnout at the public participation meeting is testimony to the high unemployment rate in Lesedi. ActionSA encourages the youth of Lesedi Local Municipality to take advantage of this great opportunity. Job creation through infrastructure development is what our struggling economy needs.

EMFULENI

ActionSA notes Eskom’s move to attach Emfuleni Municipality’s bank accounts to recover R8 billion debt, so as to comply with National Treasury’s debt relief programme.

We maintain our position that if Gauteng does not want to dissolve Emfuleni Municipality as agreed, it should implement a metering system to adequately measure the consumption of power and electricity for each user.

Regular monitoring of such system, as well as clear billing policies, are vital to ensure effective and efficient revenue collection. In addition, residents should receive bills on a regular basis, with a clear outline of consumption and applicable charges.

We calls on Premier Panyaza Lesufi to intervene in this matter and ensure that Emfuleni Municipality is placed under administration urgently, so as to return much-needed services to its rate-paying citizens.

Update from the Caucuses

JOHANNESBURG

Following the court ruling in favour of Kya Sands residents, ActionSA Joburg Caucus has reaffirmed its support to the victims of pollution perpetuated by criminals. ActionSA Joburg Caucus will be using every legal avenue to augment the fight that the residents have already waged war against those who continue dumping in Kya Sands landfills.

ActionSA Joburg Caucus attended two day Council where critical reports that date back from February were tabled.

These are the reports that speaks to the development of the City of Johannesburg. Some reports included addressing the human settlement challenges in Alexandra, Memorandum of Understanding between City Power and Gauteng COGTA, Climate Action Plan, Draft Group Disability Management Policy, Approval of the Kliptown Urban Development Framework, Approval of the Gauteng Central Precinct, Alexandra Land Agreement 2016 and many other reports.

ActionSA Joburg Caucus is optimistic about the future of the City of Johannesburg.

TSHWANE

On Monday, 23 September 2024, ActionSA marched with Progressive Forces to the Union Buildings, reaffirming our steadfast commitment to addressing illegal immigration in South Africa.

The Minister of Home Affairs’ recent decision to renew Zimbabwean permits is a direct affront to the rights of South Africans and exemplifies the government’s blatant failure to enforce effective immigration laws. Calls for the Minister’s resignation echoed through the streets of Tshwane that day.

We are also preparing for the ANC-sponsored Motion of No Confidence (MONC) in Executive Mayor Cilliers Brink on Thursday, 26 September 2024.

After a lengthy internal review process on the position of ActionSA in the multi-party coalition in City of Tshwane, Senate resolved to withdraw ActionSA’s support from the coalition, mainly because of the City’s critical financial state.

We believe that we can lead the Capital City better, and if we are not able to find sufficient like-minded parties who are committed to fighting corruption with us, we are happy to sit on the opposition benches.

The residents of Tshwane deserve better service delivery from a government that is fair and transparent; a government that treats all communities with equal consideration and respect.

EKURHULENI

The strategic presence of ActionSA in all spheres of government and on the ground was demonstrated this past week, when a resident in City of Ekurhuleni Ward 68 contacted the ActionSA Branch Chairperson to report a damaged water meter.

Upon receiving the report, the allocated ActionSA PR Councillor was quick to action the matter and within 24 hours, a new water meter was installed. The public continues to recognize ActionSA as a party to trust to champion service delivery in the City of Ekurhuleni.

The region is equally encouraged by the City’s Debt Relief and Rehabilitation Incentive Scheme. We recognize that for the City to succeed in delivering efficient service delivery, residents must play their part in paying for municipal services.
