ActionSA Deeply Concerned by Emfuleni MMC’s Jobs Promises to Political Allies Whilst Residents Continue to Face Service Delivery Failures

ActionSA is deeply disturbed by widely circulated, credible voice notes recordings implicating Emfuleni Local Municipality’s MMC for Public Works, Cllr Tumi Mochawe, in promising jobs in the newly established Water and Sanitation Special Purpose Vehicle (SPV) to his political allies ahead of the ANC’s regional conference.
With the Municipality facing severe service delivery and infrastructure challenges, this SPV was created to rescue residents from years of water and sanitation collapse in Emfuleni. Instead, before it has even begun its work, the SPV is being hijacked by ANC cadres seeking to use jobs as currency for internal factional battles.
This scandal is proof that the ANC cannot separate governance from patronage and lends further credence to the call that ActionSA has repeatedly made to Gauteng Premier Panyaza Lesufi and COGTA MEC, Jacob Mamabolo, to place this Municipality under S139(5) administration. While communities in Emfuleni continue to suffer dry taps, sewage running amok in the streets and chronic collapsing infrastructure, ANC politicians are already carving up opportunities for themselves and their comrades.
MMC Mochawe is no stranger to controversy. In October 2023, he faced public backlash after residents accused him of driving a flashy German luxury car whilst they lived in squalor with the Municipality facing financial challenges. In August 2024, residents of Sebokeng Zone 3, ward 41 – where he is a ward councillor – took to the streets against him for “not taking care of their needs” when it came to service delivery.
ActionSA will demand a full investigation into this matter at the Gauteng Legislature and will continue holding Emfuleni Municipality and the Gauteng Provincial Government accountable for ensuring that all SPV appointments are conducted transparently, on merit and for the benefit of residents – not ANC conference delegates.
South Africans are tired of jobs being treated as rewards for political loyalty while service delivery crumbles. ActionSA stands with the people of Emfuleni against this abuse of public trust.
