ActionSA Concerned About Destruction of Greenfields Estate, Calls on Thorough Investigations into the Contractor’s Appointment and Workmanship

ActionSA is extremely concerned about the destruction that occurred at the Greenfields Estate on Wednesday, 27 November 2024. Whilst the tornado, understandably, attacked and destroyed many properties on the West Rand, the total decapacitation of Greenfields Estate was the most notable.

Greenfields Estate – a gated residential complex in Mohlakeng – is less than five years old, with the most recently added units having been completed a few months ago. However, compared to its older, neighbouring buildings, it was the hardest hit by the tornado.

The Rand West region has been besieged by poor service delivery, neglect and corruption. However, this gated residential complex was seen as a shining example of progress and service delivery to its many suffering residents. Its destruction, therefore, has cast some doubts on the ability of the region to efficiently function, and raises a lot of pertinent questions, amongst which are:

Did the appointed Contractor pass all the necessary legislative requirements for building safety before commencing construction?
Did the Contractor and/ or sub-contractors use materials of acceptable quality standards during construction?
Upon completion, were the requisite post-construction inspections done? If so, by whom and what were the findings?
Who signed off on the certificate of occupation?

ActionSA Gauteng calls on the Provincial government to immediately launch a thorough investigation into this disaster. We call on Premier Panyaza Lesufi and MEC for Human Settlements to:

– Immediately seek and provide alternative accommodation for residents of Greenfields Estate adversely affected by destruction to their properties.
– Initiate an independent Commission of Inquiry into the suitability of Greenfields Estate to house people. Such a Commission should comprise of people within the building as well as safety industries and be headed by a retired Judge.
– Investigate the procurement processes followed when appointing the Contractor.
– Establish whether money quoted on materials equals money spent on them and, if there are any discrepancies, where did the difference go.
– Ensure that any person and/ or entity that acted outside of the ambit of regulations and the laws of South Africa are held accountable.

ActionSA has, relentlessly, fought for the residents of Rand West, especially the marginalized, and will continue doing so until they receive quality service delivery. We will tirelessly pursue this matter in the Gauteng Provincial Legislature to ensure that suppressed voices of the Rand West are heard, their dignity restored, and their basic needs met.
