ActionSA Extremely Concerned About Continued Findings on Unauthorized, Irregular, Fruitless and Wasteful Expenditure in Most of the Departments and Entities Audits

ActionSA is extremely concerned about the continued unacceptable findings on unauthorized, irregular, fruitless and wasteful expenditure occurring in most of the Departments and Entities Audits in the province.

The fact that of the 13 reports tabled, all but two received unqualified audit opinions with material findings is cause for concern. The two exceptions being the Gauteng Enterprise Propeller and the Department of Agriculture, Environment and Urban Development.

Whilst that may sound positive, these are unchanged audit opinions as received in the previous two financial years (2021/2022 and 2022/2023), indicating no improvement at all. ActionSA notes that clean audits, unfortunately, are not manifesting in improved service delivery, as large-scale graft still continues, due to a serious lack of consequence management. SCOPA is serious about following through on recommendations in this regard.

The committee submitted written questions to the Departments and Entities in question and, from the written responses received, the committee has hope that this present year’s audit of financial statements will be improved upon. None of the 13 Departments and Entities were subjected to public hearings due to the committee being satisfied with the corrective steps being undertaken by the accounting officers and senior management.

ActionSA believes that lack of consequence management and the failure to lay criminal charges where warranted is a huge contributing factor. This was not only observed by the committee but highlighted as a serious concern by the Public Service Commissioner on Tuesday, 1 October 2024 during his briefings to the committee.

It is quite commendable that the committee found it prudent to include in all the reports that were presented to the House, the Supreme Court of Appeal judgement in the case of Mbambisa and others versus Nelson Mandela Bay Metropolitan Municipality (2024) and ZASCA 151, under the heading Additional Matter.

We are satisfied that the SCOPA committee urged all members and employees in the Gauteng Provincial Government to read this groundbreaking judgement and take notice of the serious consequences of acts of dereliction of the responsibilities and misuse of authority that their respective positions infer upon them.

ActionSA remains resolute in ensuring that money intended for public benefit is used for its intended purposes and not to benefit politically connected individuals and entities.
