ActionSA Horrified by the Procurement of Donkey Carts by North-West Government

ActionSA is horrified by reports regarding the procurement and donation of 20 donkey carts by the Department of Community Safety and Road Management in Mahikeng, North-West Province.  It is embarrassing that MEC Sello Lehari chose to issue out a tender to buy donkey carts for the residents of Dibono and Manawana villages outside Mahikeng, instead of fixing roads and infrastructure that have been a problem for so long in rural communities.

It is worrying that the Department does not see anything wrong with donkey carts being used as a mode of transport to ferry people to clinics, shops and a school which is many kilometres away in another village.  Media reports quoting MEC Lehari saying that it’s because people in these areas are already using “this mode of transport” are unfortunate and shows that he’s out of depth.

After 28 years of ANC rule in North-West, one would expect that they now know the people’s needs and will implement programmes that will take them out of poverty, but they keep failing. The donation of these carts is just another clear example that the ANC government has no plan or the will to change people’s lives.

The tender awarded to LKT Business Enterprises for over a period of three years with a 2×1.2m cart costing R32, 000.00 and the 3×1.5 cart at R45, 500.00 a unit must be investigated.  We want to know how many carts will be procured in a period of three years.

We also call on the Premier Bushy Maape to declare the contract null and void. At the same time we also call on law enforcement agencies to investigate the circumstances that led to LKT business enterprise being awarded this tender and to also check if there is no inflation of costs.

ActionSA in the North-West will follow this matter to ensure that there is transparency and that proper services are provided to the residents of North-West as per the mandate of the Department.
