ActionSA in Tshwane Disappointed by Neglect of Security Guards and Cleaners

ActionSA warmly received the State of the Capital Address by Mayor Cilliers Brink, however, we note with concern the silence on urgent coalition matters and some key priorities areas such as the restoration of dignity to our security and cleaning personnel through insourcing. 

As a party committed to upholding the rule of law, ActionSA Tshwane acknowledges the City’s plan to enhance security measures through technology. While we applaud the Mayor’s focus on the challenges faced by insufficient security personnel guarding critical infrastructure, we are troubled by the obvious disregard for security guards and cleaners. I expected the Mayor to have done justice to this painful subject of insourcing.

Given our strong stance on insourcing and progress made towards this, particularly with the pending study results, it is disheartening to see these crucial roles being deliberately ignored. The ongoing insourcing process, initiated nearly two and a half years ago, is nearing completion with the study’s outcomes. It is imperative that this be recognised as a pressing issue affecting the City.

If we are going to have an armed response as the Mayor indicated, having our own insourced security guards would make it more impactful.

Despite this we appreciate the City tackling issues like the Hammanskraal water problem and the upgrade of the Rooiwal Wastewater Works, which will greatly benefit the people of Hammanskraal. The focus on resident-centric improvements in public lighting, road infrastructure, and skill development for artisans is also well-received.

At the core of the SOCA, ActionSA welcomes the city’s improved Auditor General findings for 2023–2024, a significant shift from the adverse findings of 2022–2023. However, concerns remain regarding gaps in City management and the lack of accountability highlighted during the address. The executive must prioritise strengthening the City Manager’s role and his team’s effectiveness.
