ActionSA Joburg Caucus Congratulates Cllr Sarah Wissler on her Appointment as the Chairperson of Section 79 Public Safety Committee; Approves R2.8 Billion DBSA Loan

ActionSA congratulates Cllr Sarah Wissler on her election as the Chairperson of Section 79 Public Safety Committee. Cllr Wissler is no stranger to the community; she’s a well-known philanthropist.
Her positive contributions to society and her commitment to uplifting many non-profit organisations are exemplary.  Cllr Wissler has devised a comprehensive plan to combat Gender-Based Violence (GBV) across Johannesburg, which she has executed diligently.
Cllr Wissler is well-versed in the public safety sector and, most importantly, understands the challenges it faces.
ActionSA has consistently advocated that Johannesburg residents deserve safer communities, efficient law enforcement, and an effective emergency response system. This entails ensuring visible policing, cracking down on crime, and addressing corruption within our law enforcement structures.
Cllr Wissler has outlined her priorities as follows:
•        Increasing visible policing to deter crime and make our communities safer.
•        Strengthening law enforcement through better training, resources, and oversight.
•        Fighting corruption within our safety structures to restore public trust.
•        Partnering with communities to create safer neighbourhoods and improve emergency response times.
Meanwhile, ActionSA Joburg Caucus has approved the R2.8 Billion DBSA loan with reservations.
It is concerning that in one financial year, the city has borrowed a total R5.3 Billion whilst the city has entities such as City Power, Johannesburg Development Agency, Joshco, Metrobus, the Propcom portfolio and MTC that are meant to generate revenue but are always overdrawn. In simple terms, the very same entities entrusted with generating revenue are costing the city funds. ActionSA believes there should be an overhaul of the failing systems currently in place that are letting down residents.
Joburg should be able to generate enough revenue in order to increase, maintain and implement the city’s budget. ActionSA has posed questions to the executive and highlighted our concerns regarding the repayment of this loan and its potential risks.

As ActionSA we realise that it is not financially sound for the city to rely on loans to complete projects, however, we support this item on the basis that our residents come first.
ActionSA will continue to monitor the city’s finances as well as the repayment of this loan.
