ActionSA Joburg Caucus rejects the anti-poor budget as presented by the MMC for Finance, Cllr. Dada Morero, with the contempt it deserves. In his dramatic delivery of the R83.1 billion budget, the MMC failed to highlight some of the critical aspects, which we believe are in the interests of the residents of Johannesburg.
The City’s billing system is in a dire state, yet the MMC sees no need to address this matter. As it stands, the City is struggling to collect revenue, and as a result, the CityManager continues to defend litigation cases from disgruntled ratepayers.
As ActionSA, we are convinced that the ANC/EFF-led coalition does not view this municipality as a body that could elevate and improve the social and economic conditions of the residents of Johannesburg. Instead, they view it as a conduit to syphon funds and further enrich themselves.
As the ActionSA Joburg Caucus, we are gravely concerned about the high rate of unemployment. Morero’s presentation does not make mention of how they will prioritise job creation. The City is battling to create a conducive environment for local informal traders to operate, yet they have given up our entire spaza shop industry to mostly illegal foreign nationals who have no regard for our people.
The poorest of the poor will suffer the most at the hands of this Coalition of Doom.
During his tenure as the Mayor of Johannesburg, our President, Herman Mashaba, took heed to the pleas of those who were most vulnerable in society. He did what was deemed unfashionable at the time and insourced more than 6,000 security guards and cleaning personnel as part of his legacy to improve the lives of ordinary South Africans.
The impact that he made reverberates from all four corners of the City, including FineTown, where residents saw their lives being changed.
The MMC has no pragmatic plan to resolve the R154 billion backlog in JRA or aggressively fight crime; this is evidencedin the exclusion of the Eldorado community despite battling a drug pandemic and increasing gang violence. It is worth noting that this budget snubbed this community despite the Patriotic Alliance Deputy President’s role in the City.

It is clear that poor communities will remain forgotten and marginalised for as long as the ANC/EFF Coalition of Doom is at the helm of the City. An ActionSA government would have made sure that these items received prominence in the budget:
