ActionSA notes the City of Tshwane’s recent job advertisement for 100 cleaner posts under a fixed term contract, not exceeding a period of three years.
This is the City’s first concrete step towards in-house capacity building in the City of Tshwane, that will move the City closer towards ending the exploitation of essential services at a local government level and restore dignity to those who keep our City’s assets clean and safe.
ActionSA has long championed the issue of insourcing of security personnel and cleaners in the City of Tshwane, and despite numerous attempts to expedite the process of insourcing as coalition partner of the previous administration since November 2021, little progress was made.
With the intervention of our then-Deputy Executive Mayor Dr. Nasiphi Moya, Council considered a report entitled “Mayoral Committee feedback on the insourcing of and building house capacity for certain municipal functions” on 27 June 2024.
Two of the resolutions of that Council report were that a thorough needs assessment study be undertaken by University of Pretoria on insourcing and outsourcing within a period of sixty days, and that ways be identified to establish in-house capacity for cleaning services in a gradual manner over the medium term, starting within the 2024/2025 Medium Term Revenue and Expenditure Framework (MTREF) and the Integrated Development Plan (IDP).
While the outcomes of the needs assessment study is still pending, ActionSA would like to encourage those interested in applying for these new in-house capacity building posts, to use the City’s e recruitment platform on www.tshwane.gov.za under e-Services, then e-Recruitment. A user-guide with step-by-step instructions for first-time users needing to register a profile can be found there. All applicants will be requested to have a valid email address to access this online platform.
