ActionSA is proud to announce the official introduction of our Cut Cabinet Perks Bill, the first step in our Cabinet Reform Package, which will put an end to the billion-rand bloated cabinet’s rockstar lifestyles at the expense of overburdened taxpayers.
ActionSA’s bold legislative move will rein in unchecked ministerial spending, limit the President’s unilateral control over the ministerial handbook and curb wasteful expenditure—at a time when the Government of National Unity (GNU) is proposing a regressive VAT hike that will only worsen the hardship faced by ordinary South Africans.
This Bill, originally introduced by the DA’s Leon Schreiber in 2023, lapsed and was never revived after the DA joined the GNU. As a result, ActionSA has taken decisive action by reintroducing it, reaffirming our commitment to cutting government waste. While others talk, we take action.
The Bill proposes to amend Remuneration of Public Office Bearers Act, 1998 by:
– Ending the President’s unilateral authority to secretly amend the ministerial handbook without oversight.
– Compelling the President to seek approval from the Independent Commission for the Remuneration of Public Office Bearers for any proposed changes and to consider prevailing economic conditions.
– Mandating Parliamentary accountability by requiring the President to report any amendments to the National Assembly.
– Ensuring there is an immediate review and thereafter every five years by Parliament of the existing perks of the President and Cabinet Members.
These reforms will prevent the abuse of public funds through unchecked extravagant perks and ensure that any changes to ministerial benefits are transparent and justified.
Importantly, we welcome the support already expressed by other parties that have joined our call to cut the fat. This Bill will be the first initiative to make that a reality, as we fast-track the introduction of our Constitutional Amendment, which will see the abolition of the useless and wasteful Deputy Minister’s position in South Africa.
We invite members of the public, civil society organisations, and all stakeholders to have their say.
Submissions should be directed to the Speaker of the National Assembly at:
– Physical Address: New Assembly Building, Parliament Street, Cape Town, 8001
– Postal Address: P O Box 15, Cape Town, 8000
– Email: speaker@parliament.gov.za (cc: parliament@actionsa.org.za)
