ActionSA outraged by NW Premier’s Comments on ENCA’s Power to Truth

ActionSA North West is outraged by comments made by acting North West Premier Nono Maloyi on a tv show “Power to truth with JJ Tabane” on eNCA.

During the interview on Tuesday night, Maloyi told Professor Tabane and the viewers that they “have a good story to tell” in so far as service delivery is concerned in the province.

The Acting Premier could have done well in taking the people of North West into his confidence regarding the collapse of road infrastructure, state owned buildings and the closure of health facilities like the Pholosong hospital, Mathibestad hospital, Wesvaal hospital and Moruleng hospital amongst others. Instead of answering questions honestly, Maloyi displayed arrogance and used the opportunity to play politics.

The North West Province is battling with issues related to water provision, crime and sewer spills as highlighted by countless reports issued by the Auditor General of South Africa.

According to the latest AG’s report, “not a single municipality in North West is financially stable”. It says municipalities in North West have focused on negative trends, there is a worsening culture of accountability in the province. The report adds, “every municipality in the province had transgressions regarding compliance with finance management”.

Even more worrying is that the audit outcomes of North West municipalities have remained largely stagnant over the last five years.

ActionSA would like to place it on record that Maloyi’s comments on service delivery and the general state of our municipalities is not only misleading but could not be further from the truth.

Maloyi as an MEC for cooperative governance and human settlements responsible for the functioning of municipalities, has repeatedly failed to resolve the issue of service delivery in the municipalities and the situation is even worse now, given that he is now reporting to himself as the Acting North West Premier.

The Premier of North West Bushy Maape has been on sick leave for five (5) months now and no update has been provided on his health yet. As a party rooted in accountability and transparency, we have requested Maloyi to give residents an update on Maape’s health twice and he has ignored us.

Out of the twenty-two municipalities in the province, Maloyi’s party the ANC is in charge of twenty-one and none of them have achieved a clean audit in the last five years. Infact the situation is so dire that more than 10 municipalities have been placed under mandatory intervention.

During the interview, Maloyi also spoke about operation Thuntsa-lerole and Operation Bulelametsi introduced as intervention programs to assist with service delivery but he could not give clear examples of projects are yielding any positive outcomes.

Not so long ago, members of the National Council of Provinces spent a week in the province on an oversight visit and they had nothing positive to say about the state of the province except to point out the perilous state of affairs.

Their report released in September 2023, have raised serious concerns that corruption was playing a major role in government’s failure to implement and complete projects meant to improve the lives of the community.

The NCOP also discovered that the failure by both the local and provincial government to deliver basic services to people added to the reasons that continue to trigger widespread service delivery protests in the province.

In their damning report of Maloyi’s government, the NCOP also revealed that government had squandered billions of rands paying service providers who were clueless about their job, which resulted in poor delivery of projects or failing to perform their work.

The same report also shows that some service providers are paid upfront in full before doing the job.

To compound matters, just in the last financial year, the North Provincial government returned R15 billion rands to the National treasury because it could be not used.

The true state of municipal governance and the provincial administration in the North West is that the province is on a state of decay as a result of ANC cadre development and other factors as raised by ourselves as a party, the Auditor General, NCOP and many other organisations.

In all fairness, this has characterised the ANC governance in the whole of South Africa.

We remain concerned that the North West under the ANC is currently failing on almost every major metric of performance, good governance and service delivery.

It is our firm believe that for as long as the ANC remains in power in the province, municipalities will continue to achieve negative audit outcomes, provide no services and critical infrastructure like roads and government buildings will continue to decay.

Corruption and mismanagement in all tiers of government are also our top concerns.

It is important to note that we are roughly a few months to the national and provincial elections and as a premier candidate for the North West, I’ve set out my plans to fix the province and municipalities in a live Press conference and various media interviews last week.

I’ve already started touring the province and will continue to do so in the next few months and weeks, where I will engage with the residents and we will together share plans and solutions on what needs to be done as soon as we take over government.

The people of North West deserve an accountable and transparent government as pronounced recently by majority of delegates at ActionSA’s inaugural policy conference.

In line with this mandate, I will continue to seek and demand accountability from those entrusted with public office and public goods as dictated by the state and the people of South Africa.
