ActionSA stands firmly with the security guards of the City of Johannesburg. It has been almost 10 years since the then Mayor of Johannesburg, Herman Mashaba, insourced security officers. However, the City of Johannesburg is not applying the collective agreement correctly.
The security officers insourced by Mr Herman Mashaba are being short-paid for 4 hours worked, despite working 12-hour shifts. Their remuneration must be consistent with that of their counterparts.
Under Herman Mashaba’s administration, the City successfully insourced 4,185 security guards and 1,879 cleaners, giving thousands of workers permanent employment with benefits and improved working conditions.
Before insourcing, the City paid contractors significant amounts while many security guards received only a fraction of that. ActionSA believes public money should benefit workers, not labour brokers.
Insourcing provides workers with permanent employment, better salaries, UIF, pension and medical benefits, while also improving accountability, strengthening service delivery and reducing the City’s reliance on expensive outsourcing.
