ActionSA Rejects the ANC-EFF’s Establishment of Committee to Shield Corrupt Officials from Justice’s Wrath

ActionSA Joburg Caucus notes with grave concern the posture that the City has taken under the ANC-EFF administration. This follows the appointment of Advocate Pule Seleka SC, as the Chairperson of the Special and Independent Investigation Committee (SIIC), to inquire into the Group Forensics and Investigation Services (GFIS). 

ActionSA Joburg notes that the Coalition of Doom has identified GFIS as a threat to their corrupt officials and cronies within the City, and we are adamant that the appointment of the Chairperson of SIIC is nothing but an act to protect corrupt officials from the wrath of the law.

Allegations were previously made by the coalition that GFIS uses illegal spy devices to investigate councillors within the City of Johannesburg. This is despite the State Security Agency’s (SSA) refuting claims that GFIS possesses equipment that can allow them to carry out such activities.

As a party rooted in the rule of law, we beseech the Speaker of Council, Cllr. Arnolds, to desist from abusing her power to appease her coalition partners at the expense of our residents or using the legislative framework to bulldoze the dissenting voice.

We, as ActionSA, reject this appointment and any efforts by the coalition to get away with corrupt behaviour, which is at the detriment of the residents of Johannesburg. We therefore declare that ActionSA will not support any report brought to Council to cement this baseless investigation.

We further urge her to allow GFIS to continue with their duties without any hindrance or political interference and for the Coalition of Doom to make public Zebediela’s report, which seems to be the core of their argument. Lastly, we would like to see GFIS receive their legal powers.

The role of GFIS is to ensure that an effective fraud risk management process is in place to provide operational effectiveness to the city’s prevention, detection, and response to the risks of fraud, corruption, theft of assets, and maladministration.

The role of GFIS goes against everything the ANC/EFF coalition stands for, and it is evident that its allergic to the rule of law and accountability.

Though we can pardon the ANC and EFF for their ignorance of the law, we never anticipated that the Speaker could fall into the trap of conforming to the ANC and EFF norms.

ActionSA Joburg Caucus is vindicated; we have always maintained that the Coalition of Doom is comprised of political parties that are hellbent on flouting the laws to suit their nefarious agenda.

We also believe that the establishment of this committee was done to appease Al Jamaah, which has only three members in council.

It is an open secret that GFIS woes started in 2021 when they pointed out that the then MMC for Development Planning, Thapelo Amad, concluded an improper Memorandum of Understanding (MOU) between the JDA, purportedly represented by Amad, and the SCC, represented by Mr. Lucky Ketlele in his capacity as chairperson of the SCC.

When Amad descended to the position of mayor, which only lasted for a fortnight, that is when his administration started to question GFIS credibility.

A few days after he was appointed the Mayor of Johannesburg, the delinquent Cllr. Kabelo Gwamanda also questioned the credibility of this efficient body of the city and even went so far as to strip GFIS of power and hand it to the City Manager, Floyd Brink.

It is clear that all these efforts are made to protect the likes of Amad and other like-minded individuals within the ANC-EFF coalition.
