ActionSA has resubmitted its motion to the Speaker of the eThekwini Metro Municipality, Mr Thabani Nyawose, which was submitted to the Speaker on 10 May 2023, calling on the city to begin the process of insourcing all security personnel within the Municipality.
The motion was meant to have been debated on 31 May 2023, however, it was rejected by the Speaker, citing minor technicalities.
The motion noted that the city heavily relies on private security companies to safeguard all municipal properties and entities and assets, which has resulted in the Municipality spending hefty amounts of money on these private companies to outsource personnel.
We believe that the Speaker was avoiding this debate, thus deliberately disallowing the motion. Nevertheless, we have resubmitted the motion, which we believe should be debated at the next sitting of council.
The Municipality has, on numerous occasions, failed to address the issue of outsourcing, which costs the Municipality millions of Rands per year, and with the current state of the city, the costs spent on outsourcing could be redirected towards service delivery for the residents of eThekwini, should city leaders lead ethically and insource security personnel.
With this culture of outsourcing, we have unfortunately seen the exploitation of personnel, who earn below liveable wages and receive no medical aid, Unemployment Insurance Fund (UIF) benefits.
Staying true to our social justice programme, we are calling on the committee of council to ensure that:
- All security personnel are insourced within the Municipality.
- All security guards that are currently on site are employed internally and ensure that there is no victimisation of individuals during this process.
- During budget processes, the city must prioritise the insourcing of security personnel who are hired under private service providers, working in various departments and entities of the city.
- The city urgently prioritises the provision of tools of trade for all security personnel.
We continue to work towards ensuring that the eThekwini Municipality rids itself of the culture of outsourcing, and restore the dignity of security workers across the Metro Municipality.
