ActionSA supports the responsible intervention and clarification provided by its Tshwane Mayor, Dr Nasiphi Moya, regarding the disconnection of the Weskoppies Psychiatric Facility yesterday due to long-overdue non-payment for services.
Critically, Mayor Moya has confirmed that the facility has backup power supply, and that the disconnection of the city’s power did not result in any impact upon patient care. The assurance was equally noted that disconnection would not have been affected if it negatively impacted patient care.
ActionSA notes the public response to these images yesterday but suggests that the anger has been misdirected to a City. Anger at this issue should be appropriately directed to the Gauteng Provincial Department of Health whose inability to pay a budgeted, recurring monthly municipal bill has jeopardized patient care.
The truth is that national and provincial government departments are the greatest debtors of the City of Tshwane owing more than R1.5 billion in unpaid municipal accounts. In the past, these accounts have been treated with kid gloves while residents have been mercilessly disconnected and ActionSA fully supports the more aggressive approach by the City to address this injustice.
Mayor Moya, and the multi-party coalition government she leads, has begun a turnaround of our capital city that is beginning to produce results. Tshwane’s finances have improved to the point that credit agencies are improving their outlook for the City which has tabled its first funded budget since 2022. Equally, recent polls now reflect that Tshwane has the 2nd lowest dissatisfaction levels in the country within just months of this new government taking office.
The ability of the City of Tshwane to continue the path of recovery from its inherited mess of R7 billion in ESKOM debt, financial collapse and service delivery failure is entirely dependent upon the City’s ability to collect revenue. The irony of any person or entity criticizing the disconnection yesterday, in spite of the facts laid out by Mayor Moya, is that they would presumably be critical of any corresponding ability of the City to address its staggering backlog in services.
