ActionSA will file an application in terms of the Promotion of Access to Information Act(PAIA) to get access to the tender documents relating to the R520 million security tender scandal in the North West Province.
According to a City Press Newspaper report, the Department of Social Development in North West spent over R520 million irregularly on security tenders since 2018.
It is concerning that the department preferred short-term contracts and appointed twenty (20) security companies to guard its fifty-six (56) sites, thus bypassing the Public Finance Management Act (PFMA) in the process. The modus operandi employed by those involved was to backdate payments to some of the companies even though they started work in the middle of the month.
The alleged appointment of companies belonging to friends and close relatives of senior officials and the now-suspended MEC Boitumelo Moiloa is unacceptable and unlawful.
It is now common cause for ANC MECs to interfere in procurement matters and instruct officials to deviate from competitive bidding processes and appoint their preferred companies. They sometimes even expand the scope of services required to favour comrades.
As a party, we are perplexed and deeply concerned that corruption and cronyism, which lie at the heart of the ANC’s political leadership in the North West Province, have permeated all levels of government and it is a setback for all of us who are working hard to fix our country.
With this PAIA application, ActionSA hopes to get answers and hold all officials and MEC Boitumelo Moiloa accountable.
We want to satisfy ourselves that everyone involved in this scandal is properly investigated and dealt with and to assess for ourselves if these security companies were complicit in the fleecing of North West taxpayers.
Should we find that these security companies were complicit in, what looks to be corruption, we will move that they be blacklisted and barred from doing any business with the state.
We are also requesting the Acting North West Premier Nono Maloyi to set the record straight and take the public into confidence on this matter as the head of the provincial administration.
ActionSA will await feedback on the PAIA application and will follow this matter until we get all the answers.
