ActionSA to Report EFF Speaker in Ekurhuleni to Ethics Committee for Protecting Fraud-Accused Divisional Head

ActionSA will be reporting the EFF Speaker in Ekurhuleni, Cllr Nthabiseng Tshivhenga, to the Ethics Committee over her irrational decision to block ActionSA’s motion without notice. ActionSA submitted a motion in council to suspend the fraud-accused, Mr Xolani Nciza, a high-level cadre deployed as Divisional Head in the HR Department in Ekurhuleni.

It is our belief that Cllr Tshivhenga failed in her duty to act impartially and was clearly in breach of Rule 102(4) of the Standing Orders By-Law. This begs the question as to why the Speaker of ouncil blocked a legitimate motion that sought only to hold a high-level official to account.

Mr Xolani Nciza is the brother of the ANC Provincial Sectary in Gauteng and has been working as a Divisional Head in Ekurhuleni for 5 years, although there is currently a case opened against Mr Nciza for submitting fraudulent documents which enabled him to remain in this position.

Divisional Heads are senior employees in the City and these serious allegations reveal the depth of the ANC’s system of cadre deployment which has hollowed out the institutional capacity of public institutions. More concerning is the fact that the City Manager did not properly vet a senior employee in the city and request these qualifications before he was appointed.

As a party which believes firmly in professionalising the public service and upholding the rule of law, ActionSA will continue to fight against cadre deployment within the City.

As a constructive opposition party in Ekurhuleni, we will continue to use any means necessary to hold the executive to account in council.
