ActionSA will be writing to eThekwini’s City Integrity & Investigations Unit (CIIU) to investigate the failed Umbhayi housing project in oThongathi.
This housing project which was commenced in 2017 has only produced 11houses, of the 248 planned houses. With R130 million being allocated to the project and more than R70 million spent to date, it is clear that this project has been plagued by corruption and incompetence.
An oversite inspection undertaken by ActionSA’s councillors to the housing project, revealed that there is no construction happening on the site and that 11 completed houses have been vandalised are inhabitable.
This failed Umbhayi housing project, once gain highlights how corrupt and incompetent the ANC led municplaity has become with leakages in the system becoming the norm. The unfortunate outcome of this corruption and incompetence, is that the poorest of poor suffer the most. This housing project was meant to supply housing to 248 needy families, with many of the families currently living in the nearby informal settlement.
Whilst the Mayor and his ANC comrades in leadership must take the blame for this project, blame must also be apportioned to opposition parties who sit on the Exco committee. Being a member of EXCO is a full time and well-paid position and with it comes certain responsibilities which include more action and less pointing figures.
There is no doubt the Mayor Kaunda will in his State of the City address wax lyrically how caring the city is. The Umbahyi project clearly demonstrates otherwise.
It is inconceivable that a fully funded housing project has collapsed when there are families living is unacceptable housing in the immediate vicinity.
ActionSA’s letter to the CIIU will call for an investigation of the entire Umbhayi housing project from the date of inception to current.
This investigation must focus on why the project has been delayed and why the original contractor left site.
The investigation must look into the behaviour of city officials and those of the contractor and if necessary criminal charges must be laid.
The residents of eThekwini who are living in unsuitable housing deserve better.
