ActionSA Tshwane Acknowledges Audit Progress but Highlights Institutional Weakness

During a Special Council meeting held today, 11 April 2024, ActionSA Tshwane welcomed the positive development in the Auditor General’s report, transitioning from an adverse opinion to a qualified opinion as presented during today’s Council sitting.  

Tshwane has been actively addressing the shortcomings highlighted in the Auditor General’s (AG) adverse report from the previous financial year. While the improvement in the audit opinion is a step in the right direction, it is essential to recognize that this marks the beginning of a turnaround process and not a cause for complacency.

Critical concerns raised by the AG regarding institutional weaknesses in administration pose significant risks to service delivery for residents. The identified senior management failures underscore a systemic issue that must be addressed promptly to mitigate any obstacles to the city’s overall progress, particularly in enhancing service delivery on the ground.

The AG’s findings, including the inaccuracies in basic salary figures, understatement of unauthorized irregular expenditure, and unconfirmed expenditures, underscore the urgent need for better oversight and management protocols. These deficiencies not only impact the financial integrity of the city but also have direct repercussions on essential services, such as water and electricity provision.

ActionSA acknowledges the role of effective management in ensuring accountability and efficient service delivery. It is imperative that the identified concerns, especially related to unauthorized irregular expenditure, are swiftly addressed, and necessary actions are taken against implicated officials in accordance with the Rule of Law.
