ActionSA Tshwane Pleased with Council Passing of Reports on Land Use Management By-Law, and IPP Power Supply Prospects

ActionSA welcomes the Tshwane Municipal Council’s passing of two reports that have seized us from the beginning of our term in 2021.

These are the Reviewed Draft By-Law on the Tshwane Land Use Management, the Lease of land in Rooiwal for consideration of collaboration with the Independent Power Producers.

ActionSA in our LGE 2021 Manifesto promised the residents to pursue the stability of electricity supply and to address electricity interruptions by ensuring that our municipal transmission grids is properly maintained. This will stem from the grid that is fully run by the municipality in partnership with the IPPs.

We further pursued the replacement of ageing infrastructure and procurement from Independent Power Producers in our quest to upgrade our electricity network, reducing residents’ reliance on Eskom for electricity which will also positively impact the cost of supply. The report, therefore, on the leasing of the portion of land in Rooiwal is the culmination of joint coalition work to fulfil this critical promise made to the residents.

The additional underlying benefit for this report will be felt through the parallel economies which stand to be created and the resuscitation of secondary opportunities that will be made possible.

As ActionSA, we believe that the role of government is to reduce the barriers to human development caused by Apartheid-era discriminatory policies. Land reform is a critical part of achieving economic justice, but it must happen within our existing Constitutional Framework.

Therefore, we support the passing of the report to amended City of Tshwane Land Use Management By-law, 2016 based on input from public participation, and to ensure the alignment of the Land Use Management By-law with the content of SPLUMA, the national Spatial Planning and Land Use Management Act, 16 of 2013.

Under the leadership of MMC Hannes Coetzee, ActionSA is pleased to note that 11 land-use application appeals at the Municipal Appeals Tribunal were completed within 5 meetings. This is a huge step towards helping residents becoming compliant and ensuring that the city is in a better position to recover much needed finances owed to the city due to non-compliance.
