ActionSA notes the tabling of the revised 2025/26 Gauteng Appropriation Bill and acknowledges the inclusion of important adjustments that seek to respond to growing service delivery challenges across the province.
The additional R265 million allocated to the Department of Roads and Transport (DRT) for traffic signals, streetlights, and priority roads is a step in the right direction – and a direct response to the concerns raised in the ActionSA-sponsored motion recently adopted unanimously by the Legislature.
We welcome this as an indication that the Executive is listening to legislative voices and is prepared to act where the need is urgent. However, budget allocations alone will not solve Gauteng’s pressing infrastructure and service delivery failures. What remains missing in this revised Bill is a detailed implementation framework, transparent timelines, and clear lines of accountability to the residents of Gauteng.
The people of this province do not measure success in rands and cents, but in working traffic lights, safe roads, reliable water supply, functional clinics, and clean governance. In that regard, ActionSA remains concerned about:
- The continued absence of a province-wide intervention to address water supply and infrastructure failure;
- The lack of clarity on how municipalities will be held accountable for maintenance lapses, despite ongoing transfers via the equitable share;
- The limited provision for transparent progress reporting to this Legislature and the public.
We believe this budget presents an opportunity for collaborative governance if paired with meaningful oversight and delivery. To this end, ActionSA calls on the MEC for Finance, together with the MECs for Roads and Transport and Cooperative Governance, to:
- Publish a detailed implementation plan for the R265 million DRT allocation, including timelines and location-specific interventions;
- Commit to quarterly reports to the Legislature on progress in infrastructure repair and maintenance;
- Strengthen intergovernmental coordination with municipalities to ensure infrastructure funding yields tangible results, especially in high-need communities.
ActionSA reaffirms its commitment to working constructively through the Legislature to ensure that the gains in this budget translate into improved service delivery for the people of Gauteng. At the same time, we will not hesitate to hold the Executive to account if these commitments fall short.
We are guided by a vision of a capable and ethical provincial government that delivers with urgency and integrity. Budgets must not merely reflect intention — they must enable delivery.
