ANC-EFF Coalition Further Delays The Insourcing Of Security Guards And Cleaners In Ekurhuleni

Yesterday, the ANC-EFF Coalition government, aided by the Democratic Alliance all adopted a report on the Feasibility Study on insourcing of Security Guards and Cleaners which seeks to further delay the implementation of insourcing.

ActionSA noted this report with caution, as it seeks to delay progress on insourcing. It needs to be noted that Council had previously received a feasibility before, where council further approved the phrasal approach towards insourcing on a multi-year basis. What is important to note is that the Insourcing process must commence in phases as a suggested in the feasibility study that was adopted in February 2024.

The report adopted yesterday seeks to allow the City to conduct yet another work study, this time an assessment on buildings that require security services. Our view is that this seeks to delay insourcing, as the feasibility study adopted in October 2023 addressed this.

We therefore believe that there is no political will for the ANC-EFF coalition to implement this as Council was meant to focus on the much-anticipated funding model to address the financial implications of this project.

ActionSA expects that in the next month, without further delay, a realistic, hybrid funding model must be brought to council which will outline a path to fund insourcing by balancing existing contracts and contracts coming to an end.

We further note the unfortunate grandstanding of both the ANC and EFF who under their leadership have entered into security contracts worth R2 billion notwithstanding the motion of insourcing being passed in Council. The dignity and plight of marginalised workers must never be underestimated by these political parties.

If the ANC-EFF Coalition is serious about Insourcing, then they must implement it.
