ActionSA has written to the African National Congress (ANC) Secretary-General (S-G), Mr Fikile Mbalula, requesting his immediate transparency in the matter where the ANC has confirmed to have paid R1 764 000 of their R4 794 824,21 bill at the Durban International Convention (ICC) for the ANC Women’s League (ANCWL) elective conference which was hosted at the ICC from the 4th to the 8th of August of this year.
We have ultimately made the decision to write to Mr Mbalula after we had previously written to the ANC’s Secretary in the province, Mr Bheki Mtolo, who promised to investigate the matter and come back to us with his findings, however, we believe that he has deliberately chosen to not provide us with the information we have requested from him, but chose to snub our request and answer some questions through media platforms.
Mr Mtolo and Mr Mafika Mndebele who is the ANC’s Provincial Spokesperson stated that the conference was paid for by the ANC in the eThekwini region, though our investigations state otherwise.
At this stage, we are aware that the Durban ICC received 2 payments of R784 000 and R980 000 on 19 of August 2023, however, our investigations contradict the claims made by Mtolo and Mndebele, and have revealed that the payment to the ICC were made by a private entity and not the ANC’s eThekwini region.
The information from Mndebele and Mtolo is not only deceptive in nature, but is further demonstrates the sinister plan made by the ANC and the ICC to use eThekwini taxpayer funds to pay for the elective conference.
Since we have uncovered that the payment was made by a private entity on behalf of the ANC, in our letter to the S-G, we made it a point to remind him that the Political Party Funding Act has introduced strict regulations for political parties to disclose all donations received above R100 000, whether in cash or in-kind.
The two payments made on behalf of the ANC should have been disclosed to the IEC as per regulations, and have therefore requested transparency in this regard, and that the S-G furnish us with information of who is the private entity that made these payments on behalf of the ANC, and whether the ANC followed regulations and disclosed the donations.
If the ANC did disclose the information to the IEC, it should not be a hassle for the S-G to make the information available to us, however, should they have failed to disclose the donation, we have requested that the S-G explains the reason for the failure.
