Yesterday, the City of Johannesburg Programming Committee approved ActionSA’s motion recommending the executive to give a progress report on the implementation of the 2018 Council resolution. The tabling is due to be tabled on the 28th of November 2024.
In 2018, Council had resolved that 154 properties must be awarded to the private sector with 37 abandoned factories earmarked for redevelopment.
ActionSA Joburg Caucus perceive this move as a victory for the residents of Johannesburg. In the past we have seen a rise in the number of hijacked buildings, furthermore, we have lost innocent lives owing to fires which mainly occurred in hijacked buildings. This motion will clear a path to reclaim all those hijacked buildings and help prevent further losses of lives.
This motion calls upon Council to resolves that:
– In line with the City’s Mayoral Priorities and the City’s Strategic Priorities, the rejuvenation of the Inner-City of Johannesburg, therefore, remains a key priority and that the Council-approved Inner-City Rejuvenation plan be reinstated.
– Upon reinstatement, the execution of the Council-approved report of 2019 to put on a tender of 37 factories across the city, be awarded to the private sector to build affordable accommodation (social housing units) for our most vulnerable residents of the City.
– Council be furnished with a progress report on the implementation of the council resolution on the 154 properties awarded to the private sector and the 37 abandoned factories for re-development, on a quarterly basis.
ActionSA strongly believes that hijacked buildings can be reclaimed only if there is a political will. To enable growth of Johannesburg’s economy while addressing human settlement challenges, we need to aggressively reclaim all hijacked buildings from criminals.
Some of these buildings can be converted into affordable rental units and convert sectional tittle buildings into social housing.
