JPC’s Incompetence Serious Cause for Concern in Managing City’s Properties

It’s beyond clear that the Johannesburg Property Company (JPC) has completely lost control of the buildings they’re supposed to manage. Their negligence has transformed critical public safety offices into something out of a dystopian nightmare. The state of facilities housing the Johannesburg Metro Police Department (JMPD) and Emergency Management Services (EMS) is an absolute disgrace and a direct slap in the face to the officers who risk their lives daily.

The facts: crumbling buildings, broken windows, doors that don’t close, leaks turning offices into indoor pools every time it rains, broken toilets, and missing lights. The cherry on top? JPC has a budget for maintenance, but somehow, nothing ever gets fixed. Where is that money going? We call on officials responsible for payments of maintenance to be held accountable and face consequences management for dereliction of responsibility.

Take the Randburg Civic Centre in Region B, where residents go to renew their licenses. The top two floors are completely shut down thanks to extreme vandalism, making them too dangerous to use. Meanwhile, the Metro Centre, which was closed over a year ago, should’ve been condemned long before. These aren’t just minor issues—they are complete failures in management and accountability.

As the Public Safety Committee, we are summoning the JPC to explain why they can’t even handle basic maintenance like cutting grass or replacing lightbulbs. These failures are leaving our offices vulnerable to attacks at night, putting both staff and residents at risk.

And the dysfunction doesn’t stop there. Officers are expected to patrol the streets in shoes that are falling apart, with uniforms that are ripped. Want to order boots? Good luck, apparently, the most common sizes are never in stock. Officers are now paying out of pocket for their own gear. It’s unacceptable.

Over at the armoury, the incompetence is just as shocking. Officers needing bulletproof vests are repeatedly told to “come back later” while stockpiles of vests and cable ties sit untouched. One of our female officers is being forced to wear a male ceramic plate that doesn’t even protect her vital organs properly—this isn’t just negligence, it’s reckless endangerment.

We are officially putting JPC and all relevant officials on notice. Next month, we’ll be conducting an oversight visit to the Stores to see first-hand what’s really going on. JPC and the officials responsible need to explain, in detail, why they continue to fail those on the front lines.

Joburg’s officers and emergency responders deserve better. The residents of this city deserve better. And we will not stop until accountability is served.
