Lesufi Should Declare State of Disaster Following Recent Flooding

ActionSA will write to Gauteng Premier, Panyaza Lesufi, to ask that a provincial state of disaster be declared in terms of the Disaster Management Act following recent flooding which has damaged the homes of thousands of thousands of people living in the Province. 

The City of Johannesburg has already approached Eskom requesting that the City be exempt from loadshedding while it recovers from the battering it has taken during the ensuing floods. There is sufficient precedent for this as eThekwini was exempt from loadshedding following the floods that Metro experienced in April this year.

Over the past week Gauteng has experienced torrential rains resulting in flooding across most parts of the Province which has, in some parts, contributed to a number of vehicle accidents. All this while communities were plunged into darkness and left without electricity.

During this time, critical infrastructure was damaged and we implore the Gauteng Government to act with haste and not wait for 8 months and court filings to be made in order to act as was the case in KwaZulu-Natal.

While we appreciate that the flooding could not be avoided, we equally are mindful that these rains fell on poorly maintained infrastructure, most notably stormwater drainage systems. of equal concern are human settlements that are irrationally built or left to mushroom on floodplains which are most affected by torrential rains.

All these factors culminate in which can only be termed as a disaster and the provincial government should declare it as such so that the necessary resources can be made available to assist the residents of this province who are most affected such as those in Eldorado Park

As a party committed to social justice, ActionSA has already engaged its Members of Mayoral Councils (MMC’s) and regional structures to assist communities and speak to authorities to expedite essential services to residents affected.

In Johannesburg, our MMCs Funzela Ngobeni and David Tembe have already, this morning, visited affected communities and activated emergency response personnel.

In Tshwane, our caucus has been engaging with the city management to ensure an adequate response to areas affected, and in Ekurhuleni, our caucus is in contact with emergency personnel to be alerted if any incidents occur.

Local, Provincial and National Government need to work together to support our communities, as well as prepare for future disasters as the effects of climate change start to become more and more frequent.

ActionSA is committed to serving all the residents of Gauteng and ensuring that the most vulnerable communities get the help they deserve.
