Mayoral Executive conducts successful by-law operation in Sunnyside and issues R80 000 worth of fines

The Mayoral Executive’s Reclaim Our City operations are gaining unstoppable momentum as we continue to reclaim our communities from lawlessness and decay. This week the latest by-law enforcement blitz descended upon Sunnyside, targeting a notorious precinct long associated with criminality, lawlessness and neglect.

In a united front, the Mayoral Executive led a multidepartmental operation alongside the Tshwane Metro Police Department (TMPD), Building Control Office Section, Economic Development Division, Emergency Services Department, Health Department, Group Property and the South African Police Service. Our mission is to restore order, accountability and dignity to our capital city.

What we uncovered was nothing short of alarming. Publicly owned buildings – once leased to individuals under the promise of productivity and legal enterprise – have deteriorated into dens of illegality. We encountered a staggering number of illegal immigrants operating businesses without licences, which is a brazen and dangerous disregard for South African law.

Among the most shocking findings was an illegal marriage officiating operation, several unlicenced spaza shops and a guesthouse littered with cultural artefacts from Ethiopia – raising further concerns about regulation and compliance. In the kitchens of some of these establishments, we discovered rotting meat hanging in the open, unrefrigerated and in clear violation of health and safety laws. This is a direct threat to public health and will not be tolerated.

This operation, however, is not an isolated event – it is part of a larger campaign to restore lawful order and responsible governance. The Bad Buildings Subcommittee, established by the Mayoral Executive, is working around the clock to address the catastrophic state of buildings owned by the City that have fallen into disrepair and criminal control.

Moreover, the City’s leasing system – once designed to empower and uplift local enterprise – has been hijacked by third-party exploitation and abuse. This, too, is under review and action will be taken.

This administration believes that the rule of law is non-negotiable and the enforcement of municipal by-laws remains a cornerstone of the Multiparty Coalition Government’s governance agenda.

Summary of the operation:

  1. 1. Ten business premises inspected.
  2. 2. Nine Section 56 notices issued for contraventions of the Businesses Act, 1991 (Act 71 of 1991) (R5 000).
  3. 3. 12 Section 56 notices issued under the Foodstuffs, Cosmetics and Disinfectants Act, 1972 (Act 54 of 1972) (R52 500)
  4. 4. Seven Section 56 notices issued for violations of the Fire Safety By-law (R23 000)
  5. 5. Six provision notices issued by the Municipal Health Services Section to cease operations immediately
  6. 6. Only one business was found operating with all valid documentation

This is a clarion call: Tshwane is not a lawless city and this government will not shy away from doing what is right. We will continue to take action – firm, fair and unflinching – in service of our residents and the integrity of our city.
