New Western Cape Speaker Must Give Effect to State Attorney’s Recommendations

ActionSA notes the appointment of Mr Daylin Mitchell as the Speaker for the Western Cape Provincial Legislature. It is hoped, with this appointment, that the Legislature will be able to focus on service delivery for the forgotten people of the Western Cape.

It is significant that Deputy Speaker, Ms Beverley Schafer, was not elected to this vital position.

Advocate Vassen, in the Investigation Report commissioned by the Office of the State Attorney, found that Ms Schafer’s refusal to return a BMW X5, that she was not entitled to use, resulted in fruitless and wasteful expenditure amounting to R158 297.86.

The serious findings made by Adv Vassen against Ms Schafer of misconduct and a lack of credibility would have made it impossible for her to ensure that the Executive is held to account for its performance and conduct.

ActionSA calls on Mr Mitchell to, without delay, implement the recommendation made in the State Attorney’s report. Specifically, “that the Speaker, in his capacity as the Executive Authority of the Western Cape Provincial Parliament, must recover the fruitless and wasteful expenditure amounting to R158,297.86 from the Deputy Speaker, Ms Schafer.”

ActionSA wishes Mr Mitchell well and hopes that he will act with the integrity and impartiality that the role requires.
