Residents will Suffer as Western Cape Municipalities Lose Grants Due to Poor Performance

ActionSA is extremely concerned that, because of non-performance, National Treasury has stopped millions in grants at 10 Western Cape municipalities.

Overstrand municipality lost R2 million in Energy Efficiency and Demand-Side Management Grant funding; the Cape Winelands municipality lost R2.8 million in Rural Roads Asset Management Systems Grant funding, and Cederberg lost R2 million in Integrated National Electrification Programme Grant funding.

The Witzenberg municipality lost R4 million, Cape Agulhas municipality lost R4.5 million and Bitou municipality lost R2.5 million in Water Services Infrastructure Grant funding.  Five municipalities (Cederberg, Saldanha Bay, Kannaland, Knysna and Beaufort West) lost part of their Municipal Infrastructure Grant funding.

The service delivery areas in which this grant funding has been stopped are essential to meeting the basic needs of Western Cape residents. It is unacceptable that these municipalities have not been able to adequately plan, budget and execute their core functions, resulting in residents not receiving the services to which they are entitled.

ActionSA calls on the Western Cape Minister of Local Government, Environmental Affairs and Development Planning to provide the necessary support and capacity to all municipalities in the Western Cape to ensure that this non-performance does not continue.
