SIU Investigation of Procurement Irregularities at the Vaal University of Technology

ActionSA Emfuleni Youth Forum welcomes the decisive action taken by President Cyril Ramaphosa in mandating the Special Investigating Unit (SIU) to investigate procurement irregularities and maladministration at the Vaal University of Technology (VUT).

This move represents a necessary step towards ensuring accountability, transparency, and good governance at public institutions.

The allegations surrounding the 2018 contracts for the refurbishment of student residences and campus security services at VUT highlight the systemic challenges faced by South Africa’s public sector in adhering to the principles of fairness, transparency, and costeffectiveness in procurement. The mounting evidence of inflated costs, potential overpayments, and allegations of favouritism in the awarding of contracts point to deeper issues of financial mismanagement.

It is imperative that VUT’s officials be held fully accountable for any irregularities in the procurement process. We are particularly alarmed by the allegations related to the awarding of the campus security contract to PhiriPhiri Security Services, despite serious questions raised by a rival bidder Kya Guards.

These concerns cannot and must not be ignored, especially when they suggest potential violations of procurement regulations and ethical standards.

It is also concerning that VUT continues to struggle with broader governance and financial challenges.

Should the SIU uncover evidence of fraud, corruption, or other forms of misconduct, ActionSA Emfuleni Youth Forum demands that the necessary legal action be taken to recover any misused public funds and hold the responsible parties to account. This investigation must not be a mere formality, but a clear signal that the South African government is committed to fighting corruption and promoting transparency in all public institutions.

We urge the SIU to conduct its work with the urgency and thoroughness that this matter demands.
