State of the Capital: Steady Progress Will Deliver Prosperity in Tshwane

Today’s State of the Capital Address, delivered by ActionSA’s Tshwane Executive Mayor, Dr Nasiphi Moya, once again highlights that the right initial steps are being taken to restore the Jacaranda City into a place its residents can be proud of.

The Mayor, and her coalition team, should be commended for their pragmatic efforts to reverse years of disastrous financial misadministration and service delivery failure. The coalition’s efforts have included:

– The first fully-funded budget since 2022

– A cash reserves projection of R2.8 billion for 2025/26

– An improvement in liquidity coverage from 23 to 43 days in two years

– A 13.56% decrease in the debtor’s book

– A decrease in Eskom debt of R1 billion

It is also a welcome development to see that economic growth is one of the top priorities of this administration.

The Rosslyn Precinct Plant, estimated to create around 150 000 jobs, the Economic Revitalisation Strategy aimed at unlocking the full economic potential of City assets, and extensive support for SMMEs will all be crucial in uplifting the economic standing of the Capital and its residents.

The Mayor and her team should also be lauded for being on track to exceed their R1.8 billion investment target for the financial year.

Strides are also being made in the provision of basic services such as water and electricity. Critical substations are receiving much needed enhancements, whilst wastewater treatment plants and reservoirs are being equipped to provide a reliable supply of water to communities.

Significant progress has also been made in reclaiming the Capital from criminality. The comprehensive, consolidated strategy to protect Tshwane’s assets from nearly R1 billion in theft and vandalism is welcomed, along with the ongoing “Reclaim Our City” initiative, which has resulted in increased police visibility, raids on spaza shop vendors, and the impounding of non-compliant vehicles.

Restoration of basic services is also underway, with immense progress being made in the clearing of water leak, pothole, and streetlight backlogs. In just 6 months, the City has also carried out 1 230 illegal dumping clearances.

While it is true that no single measure can address all the challenges faced by the City, a sustained commitment to positive action will lead to sustainable and meaningful change over time.

ActionSA remains fully convinced of the Mayor and her team’s ability and vision to make this a Capital City that works for all.
