Tshwane Billing Crisis – ActionSA Will Not Be Bullied Into Silence

ActionSA will not be intimidated by the DA-led City of Tshwane’s to silence Herman Mashaba or ActionSA using their flawed billing system as a weapon.

ActionSA has learnt that the City has issued the Herman and Connie Family Trust with a water bill of R8000 on a property that is occupied by one person for undrinkable water in Hammanskraal. This comes a month after the trust settled a R6000 disputed bill.

The city’s actions are tantamount to extortion and cheap political tactics of the worst kind. Worst still, residents in the City continue to struggle with the abysmal billing system within the City of Tshwane – something the “Ghost Mayor”, Randall Williams is yet to respond to. ActionSA has demanded that Williams take residents into his confidence and outline a plan for addressing billing concerns within the city.

The City continues to ignore residents’ calls for assistance. The truth of the matter is that the City’s billing system is a crisis.

We continue to urge more residents to come forward with their inaccurate billing concerns – we will continue to fight for justice on their behalf.

An ActionSA government in the City of Tshwane would ensure fair and accurate billing within the City by:

  • Instituting dedicated billing open days where customers can come and have their billing queries resolved;
  • Appoint fit for purpose meter readers to avoid inaccurate estimations;
  • Ensure that properly vetted indigents households are properly registered for free basic services; and
  • Work with the City’s Metro police to curb the scourge of illegal connections and meter tampering.


ActionSA will put the needs of our residents first by getting the basics of service delivery right.
