In October 2022, ActionSA supported a motion to insource security guards and cleaners, which was adopted by the City of Ekurhuleni Council.
A council resolution instructed the executive to conduct a feasibility study and assess cost implications. The study, presented and adopted in April 2023, provides a roadmap for reducing reliance on contracted services, minimizing interactions with tenderpreneurs, and restoring dignity to security and cleaning personnel.
The City of Ekurhuleni council approved the Institutional Review and Staff Establishment Plan during its Ordinary Council Meeting on November 28, 2024. This resolution laid the groundwork for implementing insourcing within the city, marking a significant step towards enhancing municipal service delivery and operational efficiency.
We welcome the decision to insource key municipal services, particularly for essential workers like cleaners, security personnel, and waste collectors. These individuals have long been overlooked despite their crucial contributions to our city’s cleanliness, safety, and health.
Insourcing recognizes their value and addresses past injustices, such as poor working conditions, uncertain and undignified circumstances due to outsourced contracts. Low pay and benefits, insufficient compensation and lack of benefits.
By bringing these workers onto the city’s payroll, we improve job security and benefits, enhance their working conditions and livelihoods, and build a motivated workforce.
Fostering accountability and pride in their work, reducing reliance on contractors and increasing efficiency and cost-effectiveness.
