ActionSA Commends Emfuleni Municipality for Suspending Officials, Calls for Implementation of Severe Consequence Management

ActionSA commends the Emfuleni Municipality Manager for instituting an anti-corruption investigation across various departments and calls for severe consequence management – including dismissals, arrests and recovery of financial losses – against those found to have broken the law.
This investigation which has led to the swift suspension of 17 (seventeen) officials including a senior manager implicated in arranging forged documents, selling fake spaza shop permits to foreigners as well as for their involvement in diesel theft – a crime that has cost the financially-troubled municipality of millions.
ActionSA has always advocated for spaza shops to be reserved for locals as a way of helping develop the township economy and stimulate job creation. We have also expressed our suspicions of health and regulatory compliance being compromised, especially after the deaths of over 20 schoolchildren in 2024.
In light of the allegations, we call upon joint operations by the SAPS, Home Affairs, Labour and Health inspectors to recheck the foreign-owned spaza shops that have been granted trading permits.
We also call for a total cleanup on the matter of ghost workers within the municipality which continue to milk the municipality dry whilst service delivery continues to rapidly deteriorate. Through our MPLs, ActionSA has requested COGTA MEC to urgently invoke of Section 139(5) of the Constitution in respect of Emfuleni Local Municipality – a move that we believe will help improve service delivery and the municipality’s financial standing.
ActionSA will continue to advocate for better service and adherence to the rule of law. We will, therefore, support any efforts that are aimed at helping improve the lives and livelihoods of Emfuleni residents.
