ActionSA commends significant performance on the implementation of the Service Delivery and Budget Implementation Plan (SDBIP) by the new administration in the City of Tshwane under the leadership of Dr Nasiphi Moya in the 3rd quarter of the 2024/5 financial year.
18 of the 22 performance targets were achieved in the Built Environment and Enforcement, as well as City Planning and Development Departments. This demonstrates the new administrations commitment to strengthen and support local businesses, as well as to promote economic revitalization through streamlined application processes and by-law enforcement in the built environment.
The City of Tshwane’s new electronic system (NAPS) for the submission and processing of building plans was launched in December 2024, as part of the Executive Mayor Dr Nasiphi Moya’s 100-Day Plan. In January 2025, 131 building plan applications were submitted for Region 1 and 4 online, while in February the number rose to 252.130 land use applications were also submitted online in February 2025.
A direct result of the new electronic system is the decrease in average number of days to process residential building plan applications of 500 square meters from 30 days to 14 days, while the average number of days to process building plan applications of 500 square meters or more
