ActionSA notes with grave concern the proliferation of unfinished projects, such as the Bertrams Multipurpose Centre in Region F, which have become part of the Johannesburg landscape. We are calling on the Executive to put in measures to ensure that these projects are completed timeously.
Many of the city’s projects which have been completed remain unused without any tangible explanation. This forms part of wasteful expenditure which does not only cost the city but residents at large.
Located on the eastern edge of the Inner-City Central Business District, the Bertrams Multipurpose Centre project was initiated in 2022 by both former Mayor, Cllr Mpho Phalatse and former MMC for Health and Social Development, Cllr Ashly Sauls. This R240 million project was designed to be completed in a space of three years and consists of facilities for sports and recreation, early childhood development, old age care, retail, a bakery and sewing rooms. Social Development appointed the Johannesburg Development Agency (JDA) to undertake the construction of the Bertrams Multipurpose Centre.
The city drew inspiration from the Westbury Transformation Development Centre (WTDC) which epitomises excellency.
After three years, the Bertrams Multipurpose Centre is far from completion and facing a myriad of challenges including dispute with service providers. Only fifty two percent (52%) of work has been completed at a cost of R162 million. There are penalties incurred whilst the project is on standstill which further exarcebates the financial burden on the city and, by extension, residents.
In the recent budget, the Finance MMC indicated that the project will be allocated R16,4 million. This falls short of what is required for the project’s completion in the upcoming fiscal year and may lead to the Multipurpose Centre being amongst the many abandoned and dilapidated projects.
It is worth noting that the initial building which was rendering similar service was demolished to make way for the new Multipurpose Centre. We will be closely following this and other capital projects to ensure that they are completed on time to adequately cater for residents.
ActionSA will be writing a letter to all relevant departments to ensure that the work resumes at the Bertrams Multipurpose Centre and other abandoned projects within the city as a matter of urgency.
As a party rooted in good governance and accountability, we will not rest until inner-city rejuvenation becomes a reality in Johannesburg and those responsible for delaying the completion of projects are held to account.
