ActionSA is deeply concerned about the impact of underspending on service delivery in Gauteng. The province’s inability to utilize allocated funds effectively has severe consequences for residents, particularly in critical sectors like healthcare, education and infrastructure development.
Underspending leads to reduced or non-delivery of services, affecting the quality of life for Gauteng residents. As Gauteng already suffers from inadequate infrastructure development and maintenance, underspending greatly compromises the province’s ability to address this backlog.
The province is spending over R34 million in renting office space whilst its owns buildings stand dilapidated and abandoned; and, in Johannesburg alone, traffic lights require R70 million to be fixed.
Health institutions are grappling with delayed treatments, medication and staff shortages. Yet, the health department underspent a whopping R724 million. Schools are also suffering from teacher shortages, inadequate and overcrowded classrooms – with some schools not having proper ablution facilities. Yet, the education department returned over R317 to Treasury.
In total, the province returned over R1.8 billion to Treasury which was not spent by provincial departments! This demonstrates a lack of political will from Premier Panyaza Lesufi and his Executive to address the intrinsic challenges facing residents.
ActionSA calls on the Gauteng government to provide transparent explanations for underspending and take accountability for its financial mismanagement. The province needs to develop effective budget planning and management systems to ensure allocated funds are utilized efficiently. Service delivery must be prioritized, and funds allocated to address critical needs.
