ActionSA Condemns Johannesburg Council Chaos: Three Hours of Political Gimmicks, Flawed Processes and Indecisiveness

ActionSA Johannesburg Caucus expresses its deep concern and disappointment over the continued dysfunction that characterises the conduct of the City of Johannesburg Council. Yesterday’s sitting once again revealed the extent to which political games and self-serving interests have taken precedence over the urgent needs of residents.

An extraordinary sitting was called specifically to address a critical governance issue, the ratification of the appointment of a permanent City Manager. This position is paramount to the effective running of the City, ensuring administrative stability, accountability and service delivery. Yet, instead of urgency and cooperation, the sitting was dominated by over three hours of caucus breaks, political theatrics and procedural delays.

Ultimately, the very item that justified the extraordinary session was withdrawn. This marks yet another failure of the governing coalition and governance in the City of Johannesburg.

Residents of Johannesburg are crying out for basic service delivery, water, electricity, functioning roads and safe communities. They look to Council for solutions, not political drama. Yet, what unfolded yesterday is a stark reflection of how far this Council has drifted from its mandate to serve the people.

Instead of providing efficient and decisive leadership, the Council has once again demonstrated a lack of seriousness in addressing the institutional instability that has crippled Johannesburg. The continued failure to appoint a City Manager not only undermines the City’s ability to perform its constitutional duties but also sends a message of neglect to millions of residents who depend on this institution for governance and service.

ActionSA has repeatedly warned that until the Council leaders put residents before politics, the City will continue to suffer administrative paralysis and the collapse of accountability structures. Johannesburg cannot afford endless delays and empty meetings but requires bold, competent and ethical leadership to restore functionality and rebuild residents’ trust in local government.
