ActionSA Demands a Comprehensive Report Pertaining the JMPD Officer who was Denied Treatment at Milpark Hospital

ActionSA has formally written to the Member of the Mayoral Committee (MMC) for Finance, Councilor Margaret Arnolds, to demand a comprehensive report on the shocking incident involving a Johannesburg Metropolitan Police Department (JMPD) officer who was recently denied critical medical attention at Milpark Hospital.

This appalling incident was allegedly due to the City of Johannesburg’s longstanding failure to settle outstanding debts with the facility— a failure that endangered the life of a frontline officer in the line of duty.

This tragedy could have been avoided had the City heeded ActionSA’s previous calls to urgently settle unpaid invoices with service providers, including those in the healthcare sector. ActionSA condemns this inhumane and reckless conduct, which treats our frontline personnel as collateral damage in the City’s ongoing financial mismanagement.

Medical access must never be compromised. No budgetary constraints can justify the denial of lifesaving treatment-especially to municipal employees injured or falling ill in the course of their duties.

We call on the City to immediately settle its outstanding account with Milpark Hospital and, in the report we have requested, to explain:

  • The total amount owed to Milpark Hospital;
  • The reasons for non-payment despite the City’s 30day payment policy;
  • The number and names of other unpaid service providers, including amounts owed;
  • The City’s plan to regularise these accounts and prevent future crises.

This incident raises broader questions about the operational integrity of the City’s internal systems and the commitment to employee welfare. Continued non-payment to service providers not only undermines service delivery but creates legal and reputational risks, while demoralising the City’s workforce. It is unacceptable that some service providers have gone unpaid for more than 365 days.

We further call on MMC Arnolds and the MMC for Group Corporate and Shared Services, ClIr Loyiso Masuku, to urgently coordinate and resolve this crisis to restore dignity to the City’s employees and ensure the stability of critical services.
