ActionSA is concerned with the proposed tariffs tabled by the City of Joburg for noting in Council. Whilst this critical exercise plays a role in the smooth running of the City, we strongly believe that the residents of Johannesburg must air their views on this matter through the Integrated Development Plan (IDP) which will commence in Region C on the 29th of March under the stewardship of Speaker of Council, Cllr Nobuhle Mthembu.
The proposed tariffs will then be presented to Section79 committees before being adopted by Council.
The following tariff hikes have been proposed amongst many others:
• Property Rates 3,80% to 5.60%
• Electricity from 12, 72% to 12, 51%
• Water 7,70% to 13,90%
• Sanitation 7,70% to 13,90
• Refuse 5,90 to 6,60%
Considering the proposed 1% VAT hike over two years by the national government as well as the unjust R230 electricity surcharge imposed on the Joburg residents, these proposed hikes cannot be read in isolation as they impact directly on residents’ disposable income.
ActionSA strongly believes that the proposed tariffs will exacerbate the financial burden on residents, potentially leading to more reluctance of payment given the already existing service payment struggles.
The socio-economic impact of these proposed tariff increases would be less revenue collection by the City and the strangling of economic growth.
ActionSA proposes the following solutions to address the tariff increases:
• Fix the billing system first: The City’s billing system remains one of its biggest challenges and must be rectified before any tariff adjustments are considered.
• Ensure real-time billing transparency: Residents must have access to accurate, real-time billing information to avoid discrepancies and unfair charges.
• Improve service delivery to justify payments: Before increasing tariffs, the City must prioritize efficient and reliable service delivery that aligns with residents’ expectations.
• Good Governance: Enhance financially responsible, accountability and citizen participation through improved communication.
Whilst ActionSA strongly supports efforts to improve revenue collection by the City, this should not be done to the detriment of residents. We urge Joburg residents to attend these upcoming IDPs and air their views on how the City should be run.
