ActionSA has formally escalated the ongoing Matsulu Stadium scandal to the Speaker of the City of Mbombela, Mr Morris Mazibane, following the Mayor’s office’s failure to respond to serious concerns raised by the community.
This escalation follows a formal memorandum submitted by residents to the Mayor’s office, which undertook to respond within seven days but has failed to do so. This inaction reflects a troubling disregard for the people of Matsulu and their legitimate concerns.
In March 2026, ActionSA publicly condemned the deeply flawed and irregular Community Liaison Officer (CLO) election process held at Matsulu Stadium, a process marred by bias, lack of transparency, and procedural irregularities. Despite these concerns being raised, the municipality has taken no corrective action.
Instead, the situation has worsened, with serious allegations including:
• A compromised CLO election process in which only one group’s votes were counted, excluding others without justification
• The complete absence of basic services at a mass community meeting, including water, sanitation, security, and emergency medical support
• Allegations of intimidation against community members who raised legitimate objections
• A lack of independent oversight, raising serious concerns about the integrity of the process
Even more concerning is that the project continues despite these unresolved disputes, demonstrating a disregard for transparency, accountability, and lawful process.
The failure by the Mayor’s office to act has left the community with no choice but to escalate the matter to the Speaker, as the custodian of council oversight and accountability.
ActionSA therefore calls on the Speaker to:
• Immediately intervene by activating council oversight mechanisms
Refer the matter for a full and independent investigation
Ensure that the executive is held accountable for its failure to respond to the community
Facilitate a transparent and credible process to restore community trust
