ActionSA Governance In Action: Illegal Scrap Yard Busted, Community Protected

ActionSA applauds the decisive action taken in Ward 97 to dismantle illegal structures and shut down unregulated scrapyards – a demonstration of what responsive, community-driven, and ethical governance looks like in practice.

Following complaints from residents regarding suspicious activities, including the erection of an unauthorised container and the operation of illegal scrapyards—one of which was linked to cable theft and another where a stolen vehicle was discovered—ActionSA leadership acted swiftly.

Ward 97 PR Councillor Elmari Atterbury escalated the matter immediately, with the full support of Cllr. Sarah Wissler, Chairperson of the Section 79 Oversight Committee for Public Safety. Through their intervention, the Johannesburg Metropolitan Police Department (JMPD) was deployed without delay.

We commend Superintendent Mvumvu and Sergeant Sipho Nkosi of the JMPD for their professionalism and commitment, which led to the following outcomes in just two days:
• The demolition of an illegal wall structure and the issuance of compliance notices to property owners.
• The closure of an unlawfully operating scrapyard, found to be using falsified documentation.
• The discovery and impoundment of a stolen Jeep vehicle on an adjacent property, through coordinated investigation.

Further investigations by the City’s Land Use Management department are underway and may result in additional enforcement actions for zoning violations.
