ActionSA Launches Petition to Gain 20,000 Signatures to Dissolve Emfuleni Council

ActionSA today launched a petition to dissolve the Emfuleni Local Municipality Council and have the municipality placed under administration, in line with Section 139(1)(c) of the South African Constitution.

Launching our petition in front of the Boipatong Monument which commemorates a massacre which took place in 1992, ActionSA is calling on the community to take a stand against the perpetual failures of the ANC-led Emfuleni Local Municipality since democracy – and call for the council’s dissolution.

The ANC-led Emfuleni Local Municipality has repeatedly failed to deliver basic services in the municipality, with waste collection being unreliable and the municipality failing to deliver water, sanitation and electricity services.

The municipality has already been under administration by the provincial government since 2018 under which irregular expenditure ballooned to over R1 billion and bills could not be paid. The intervention clearly yielded little results and instead, service delivery continued to decline.

ActionSA will therefore in the next month attempt to gather 20,000 signatures to call for more drastic action to be taken. The provincial government should urgently dissolve the council to bring accountability and restore service delivery.

Section 139(1)(c) of the Constitution stipulates that the provincial government may dissolve a municipal council and when the municipality is dissolved, within 90 days there ought to be new elections and a new Council must be appointed.

ActionSA believes that the community of Emfuleni simply cannot wait until the 2026 municipal elections to change the municipality’s council composition, which is why we are calling for this action to be taken.

For over three years, the Gauteng Provincial Government failed to address the deeply concerning situation at the municipality, and that is why drastic action must be taken to turn the situation around.

ActionSA is committed to good governance that sees quality services being delivered to all the residents of Emfuleni, and we will do everything in our power to ensure that residents’ needs are urgently attended to.
