ActionSA Johannesburg Caucus expresses deep concern over the appointment of Councillor Loyiso Masuku as the new MMC for Finance in the City of Johannesburg. Given her poor track record in previous executive roles, we firmly believe she is unfit for this crucial position.
During her tenure as MMC for Group Corporate and Shared Services (GCSS), the City incurred massive wasteful expenditure, amounting to R240 billion in the 2023/2024 financial year. As the custodian of the City’s workforce, Cllr. Masuku failed to take decisive action against officials implicated in financial mismanagement and fraud.
Furthermore, as the leader of the Business Executive, she bore responsibility for ensuring that MMCs implemented Council resolutions. Yet, most remain unimplemented – a glaring demonstration of weak leadership and incapacity.
Under her watch, other key oversight structures, such as the City’s Disciplinary Board and Advisory Board, failed to deliver tangible results. These entities were established to investigate and address financial mismanagement and corruption yet have not achieved meaningful outcomes.
ActionSA maintains that the position of MMC for Finance demands a candidate with a proven and credible financial background. This appointment reveals that the executive selection process under the ANC-led administration continues to prioritise internal political considerations over competence, merit and residents’ needs.
We, therefore, reiterate our call for Mayor Dada Morero to resign – along with his entire Mayoral Committee. Johannesburg deserves leaders committed to good governance, accountability, and transparency.
