ActionSA Supports Parliamentary Inquiry into Shambolic Road Accident Fund

ActionSA fully supports the decision for a parliamentary inquiry by the Standing Committee on Public Accounts (SCOPA) into the governance and operations of the Road Accident Fund (RAF), an entity that has become synonymous with corruption, maladministration, and disregard for the rule of law.

This follows the shambolic appearance of the RAF Board before SCOPA on 28 May, during which ActionSA raised a series of serious concerns. The Board and CEO failed to inspire any confidence in their ability to lead an institution entrusted with the lives and livelihoods of road accident victims.

In the aftermath of this appearance, ActionSA has taken decisive steps. We have formally written to the Minister of Transport, Barbara Creecy, calling for the immediate dismissal of the entire RAF Board. Furthermore, ActionSA has tabled a motion in Parliament calling for a full debate on the corruption, incompetence, and wasteful expenditure that has come to define the RAF.

With annual revenue exceeding R50 billion, entirely funded by South African motorists through the fuel levy, the RAF has become a cesspool of mismanagement, corruption and a symbol of state failure. A full and independent investigation is urgently required to uncover the depth of the rot and hold those responsible to account.

Among the issues that demand formal investigation are:

  • The submission of false, misleading, and inaccurate information by the RAF Board and CEO in previous appearances before SCOPA;
  • The intentional vacating of crucial senior positions, including the Chief Claims Officer, Head of Claims Operations, and Head of Legal Services;
  • A legal division that is chronically understaffed and lacking in expertise;
  • The abuse of state resources to target, intimidate, and dismiss competent staff, including ignoring court orders to reinstate employees;
  • The failure to defend matters in court, resulting in numerous costly default judgments;
  • Dubious procurement practices, including a media contract awarded to two suppliers totalling R1 billion; and
  • The ongoing, irrational and costly litigation between the RAF and the Auditor-General.

As ActionSA has consistently stated, South Africa cannot move forward if corruption and incompetence continue unchecked. We must ensure that public servants who act with integrity are protected and that those who abuse the system are removed and prosecuted. We have seen that institutional turnarounds are possible, as demonstrated at the SABC, the National Lotteries Commission, and Eskom, when new leadership and proper governance are restored.

We also confirm that ActionSA has received threats in relation to our stance on the RAF. These threats have been reported to the Speaker of the National Assembly for investigation. We want to make it clear: ActionSA will not be intimidated. We will continue to speak truth to power and demand accountability from those entrusted with public resources.

South Africans deserve better than a government that protects corruption while placing ever-increasing burdens on ordinary citizens. ActionSA will not rest until accountability and integrity are restored in institutions like the Road Accident Fund.
