ActionSA Welcomes Efforts To Fast-Track Compliance at Marabastad Retail Market

Prior to the by-law operation at Marabastad Retail Market on Thursday, 31 July 2025, ActionSA Executive Mayor Dr Nasiphi Moya and her team held stakeholder engagements with Marabastad business owners, and told them they were coming to clean Marabastad.

These regular by-law operations form part of the new administration’s overall strategy to reclaim the innercity and revitalize the economy for the benefit of all.

Thirty-two disgruntled traders at Marabastad Retail Market decided to approach the North Gauteng High Court, however, to oppose the immediate closure of the city-owned property by the Department of Economic Development and Spatial Planning. It is important to note that in addition to 20 food stalls at Marabastad Retail Market being closed, 7 businesses on 11th and Boom Street were closed, and numerous contravention notices issued during the Marabastad operation.

The court ruled that the 32 traders had 8 days to submit all documentation required by the City of Tshwane to ensure that they comply with all by-laws, regulations and policies that govern the Capital City, and that pending the outcome of the process, they could access, occupy and trade on the premises. Should they fail to comply or should their application be declined, the court ruled that they would not be allowed to trade nor remain in occupation of the premises.

The closure of the Marabastad Retail Market is not “an attack on the Indian legacy” of Marabastad, as some like to claim, but forms part of the new administration’s commitment under the leadership of ActionSA Mayor Dr Nasiphi Moya, to reclaim the innercity from lawlessness and urban decay.

Strategic city-owned properties have been identified by the Bad Buildings Committee under ActionSA MMC Kholofelo Morodi, and are being prepared for the City of Tshwane’s Property Investment Summit in September 2025.

It is alleged that the market’s parking lot has been hijacked by an asylum seeker from Maputo, and the Old Bus Stop has been hijacked by a Nigerian. They apparently rent out the hijacked land to informal traders who operate their stalls there. Residents are encouraged to report any suspicious or fraudulant behaviour to the City of Tshwane’s Fraud Hotline: 080 874 9263 or fraud@tshwane.gov.za, so that the City can take active measures to combat corruption and fraud.

ActionSA remains committed to advocating for the rule of law in all communities, without fear or favour. The current status of the innercity and Pretoria West is not sustainable, and is eroding our

beautiful heritage. The work of reclaiming the innercity for all its citizens deserves our full attention.
