To be clear, the Executive Mayor has never “admitted that she owed the City of Tshwane arrears rates and taxes going back as far as 2023.” This claim is a deliberate distortion, based on unlawfully obtained information, and is completely false.
The City’s official records confirm that the Executive Mayor’s account was fully paid and up to date before the DA even raised the matter on 8 October. In fact, the account reflected a credit balance going into October. The figure the DA is attempting to sensationalise relates to a standard administrative reconciliation conducted by the City on 3 October 2025, which transferred historic property rates from the property’s previous owner. Importantly, the process of opening a new account and transferring historic charges lies outside the buyer’s control, and Dr Moya was required to wait for the administrative processes to conclude.
Upon receiving the invoice that included these historic charges, the Executive Mayor acted immediately and responsibly, contacting the City’s Chief Financial Officer to confirm that the reconciliation had been finalised and that she could settle any charges. She then paid the full amount on 6 October. The account remains in good standing.
While the DA has tried to portray this as some kind of victory, the truth is that the amount was settled within three days of the invoice being issued and two days before the DA even raised the issue. The DA’s attempt to twist the facts and timelines into a story of misconduct is a wilful distortion of the truth.
It is the height of irony that Cllr Jacqui Uys, the DA’s former failed MMC for Finance, is now attempting to cast aspersions on the Executive Mayor’s financial integrity. When the DA was in charge of Tshwane, the City was in financial collapse. It tabled four consecutive unfunded budgets, amassed R6.7 billion in Eskom debt, and left the City’s cash reserves nearly depleted.
Since the DA was voted out, this Multi-Party Coalition Government has brought stability and accountability back to Tshwane’s finances. Under the leadership of Executive Mayor Dr Nasiphi Moya, the City has:
– Tabled a funded budget for the first time in years.
– Reduced Eskom debt by R1.1 billion.
– Restored cash reserves to R1.9 billion.
– Achieved a R1.9 billion surplus in the first quarter of the financial year.
– Collected over R4 billion in revenue in October 2025, the highest in Tshwane’s history.
This reckless behaviour from the DA exposes a party that has abandoned integrity for cheap political theatre. Instead of contributing constructively to fixing the damage they caused, the DA continues to weaponise misinformation and unlawfully obtained data to attack those working to restore financial stability and clean governance in Tshwane.
